The primary purpose of this position is to provide developmental experience designed to broaden the skills and/or enhance the leadership perspective of an identified high-potential, mid-level manager/executive; it is not a continuing position, assignment duration is limited to 36 months. Responsibilities DUTY 1 Performs Career Broadener assignments involving a broad range of functional research assignments entailing unique problems, creativity, innovative use of techniques, advanced approaches, and/or new technologies supporting the Command Data and AI Office (CDAO).\ DUTY 2 In a Career Broadening capacity; serves as an expert on cross-functional modeling and simulation techniques for ACC. Utilizes scientific inquiry in the independent development of mathematical models and computer programs to evaluate and predict the ability to support assigned projects, studies, or problems. DUTY 3 As a Career Broadener, provides cross-functional technical guidance, advisory support and assistance on an entire project and/or major phases for broad and varied operations. DUTY 4 Attends meetings, conferences, briefings and seminars related to program planning, advanced technologies, and support system concepts. DUTY 5 Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research and development (R&D) organizations, and participation in formal training programs. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Professional and Scientific Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems that equipped the applicant with the knowledge, skills, and abilities (KSA's) to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience include mastery knowledge of one or more specialized areas of operation research sufficient to apply new analytical developments, methodologies, mastery of the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness, comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the data policy and federal law for data protection, data management strategies, workflow identification processes, system deconstruction methods to develop ACC ecosystems, program management, DoD financial planning and POM processes to identify and defend requirements, integrate activities, and data needs and existing "state of the industry" practices in providing data solutions, including security requirements for certification and accreditation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of engineering, mathematics, statistical analysis, modeling/simulation, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures. 2. Knowledge and understanding of agency doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s). 3. Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly. 4. Skill in applying analytical and evaluative techniques to identify, investigate, resolve complex issues or problems, and modify standard practices and techniques to solve complex interrelated problems. 5. Skill, judgment, resourcefulness, originality and ability to foresee the impact of changing technology. 6. Ability to communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings; resolve conflicts based on mature judgment and experience; effectively negotiate complex issues; and maintain good working relationships. 7. Knowledge of security procedures and the ability to control classified information including information classified by aggregating unclassified information. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
